Legislative Cassandras And The County Executive Apollo

According to legend, Cassandra was considered insane. Her perceived insanity was the result of being cursed by the god Apollo for refusing him her favors. A common version of the story is that Apollo gave Cassandra the power of prophecy in order to have her ‘body’, but when she refused him he gave her the curse of never being believed.

Several Cassandra Legislators apparently have a new voice – the self-appointed Y-chromosomed Cassandra, aka Legislator Hood. He has New Year’s greetings for the legislators’ mythical Apollo, aka County Executive Ed Day, by whom they feel eternally cursed. The legislature’s modern-day Cassandra writes with a certain degree of hysterical anxiety on his Facebook page about the modern-Day County Executive Apollo ….

QUOTE “The Ed Day Rhetoric Continues – So begins a new Year and much of the County Executive’s rhetoric has stayed the same ….. he continues to denigrate our ‘body’ with words like “punted on hard decisions”.

We did not “punt” … we did make the hard decisions ….. Mr. Day took the easy way out, just slice off two chunks of the budget …… No hard work, no dialogue with the Legislature, just BAM! Here you go Legislature- fix it!

And we did fix it. ….. we stayed under the cap (which Day’s budget did not), restored most of the Sheriff’s positions, restored the services for those in need and will reduce the $41 Million (not $138 million as touted) deficit by $5 million this year. ……. We decided, and I will not change my view that services provided by the County are more important than paying down the deficit at an unreasonable rate.

Maybe Ed Day has lost touch with the segment of the Rockland’s people that are in need. You (Apollo) represent more than just the few angry people with a Facebook page, whom would have saved approximately $7 per month under your horribly inhumane hatchet plan. Yes, we are arguing over $7. ….Timing means a lot in life, you were elected at a time when we had already done a lot of the hard work for you.” END QUOTE

My idea of heaven is to have hot coffee on a cold winter morning and not have to become “angry” when I find that the legislative Cassandras have entered 2015 in such highly agitated states of mind.

This Cassandra legislature seems to take no notice that half of Ramapo is burning down around it with the proliferation of illegal structures owned by those who can’t or won’t read the words ‘certificate of occupancy’.

The Cassandra legislature doesn’t notice that Medicaid payments to the non-poor “poor” in Rockland County living in structures that ignore the words ‘certificate of occupancy’ will shortly bankrupt all of us and drive us from our homes.

Instead the legislature claims that an imaginary Apollo is forging the chains that bind them and that he is driving them all insane.

Every dog is entitled to one bite about “angry people with Facebook pages” but this political dog writing angrily on his own Facebook page should perhaps be given a quick inguinal kick that hopefully might rattle his prattling brain.

You see in ‘theory’ the deficit of $50 million the legislature had three years ago and which was expected to be safely handled with a double digit increase in County Taxes has, in ‘practice’, nearly tripled after several years of double digit tax increases and can now in ‘theory’ be controlled with low single digit tax increases and no cuts in government expenditures.

In ‘theory’ the deficit of $138 million this year was reduced to $41 million by dumping a chunk of the deficit into a bond. In ‘practice’ the $138 million is still waiting on the backs of the Rockland County property owners as a debt owed which is to be paid for with future taxation.

In ‘theory’ the Rockland County Legislature said it would reduce the red-ink burden by $10 million dollars per year and went so far as to put its intention into law. In ‘practice’ the Rockland County Legislature within a matter of months changed its theoretical law to another theoretical law that promises to reduce its debts by $4 million in the out years and $5 million this year.

According to the Cassandra legislators, in ‘theory’ there is no difference between the ‘theory’ of $7 per month and the ‘practice’ of a $50 million debt ballooning to $138 million.
